The holding of the VHL
In line with the decision of the Russian Federation president's council in Kazan on the 22nd of May, as well as the law changes concerning physical culture, all ice hockey tournaments, apart from the KHL, should be run by the Russian Ice Hockey Federation. The VHL, a Russian competition, in agreement with the KHL and the Russian Ministry of Sports, will also be ruled by the RIHF.
Taking into account the experiences of VHL employees, which has been accumulated over the course of six seasons, it was decided to offer the NP VHL the role of host organisation with the release of the RIHF's budget. Also, the federation should confirm the league's participants, rules, calendar, register contracts and organise refereeing. In turn, the VHL will watch how proceedings are run and control the rules in action. The RIHF have worked over this project, and sent it to the KHL and VHL with a draft proposition about the VHL's services. The league's board looked over this issue on the 26th of May, and a vote was then held.
The majority of the votes were in favour of disclosing this agreement, and the details were handed to the managing director of the NP VHL German Skoropupov. This decision allows the VHL to continue as a tournament with a stable financial status. However, at a general meeting after this decision, German Skoropupov made a statement about receiving additional powers. This issue was removed from the vote, and but then afterwards, some participants at the meeting, representing several clubs, took the decision to write a letter asking to return all rights to the NP VHL.
