RIHF statement concerning the situation involving agents

In connection with incoming requests, the Russian Ice Hockey Federation (RIHF) reminds that in accordance with the Federal Law of December 4, 2007 No. 329-FZ “On Physical Culture and Sports in the Russian Federation”, sporting agents are subject to accreditation to work in the Russian Federation.

Working with non-accredited sporting agents entails the application of sanctions up to fines and disqualification for both the players and employees of ice hockey clubs. The current list of accredited agents is available on the RIHF website in the Hockey Agents section.

Persons such as Alexander Galaisha, Jiri Gamal, Mark Gandler, Ilnur Gilfanov, Egor Grishatov, Ravil Iskhakov, Vadim Kormilitsyn, Denis Loginov, Dan Millstein, Maxim Moliver, Artem Svirid, Paul Theofanous, Nikolai Tolokonnikov, Sergei Cheremin do not possess RIHF accreditation for exercising the employment of athletes in professional ice hockey clubs, and working with them is consequently prohibited.

Also, in accordance with paragraph 35 of Art. 12 of the Federal Law of May 4, 2011 No. 99-FZ “On Licensing Certain Types of Activities”, the provision of employment services for citizens of the Russian Federation outside the territory of the Russian Federation is subject to licensing. Licensing is carried out by the Ministry of Internal Affairs of the Russian Federation.

The activities of persons offering employment of athletes to ice hockey clubs of the Russian Federation without RIHF accreditation and outside the territory of the Russian Federation without an appropriate license fall under the signs of fraud in accordance with Art. 159 of the Criminal Code of the Russian Federation. Materials on the revealed facts of violations are transferred to law enforcement agencies.
